Office of the Chancellor serves the diocesan bishop as notary and secretary of the diocesan curia, and assists in carrying out the administrative needs of the diocese. Office of the Diocesan Theologian advises the Bishop regarding the teaching of doctrine and pastoral practices, including sacramental questions. The Office is responsible for approving speakers from outside the diocese who will be invited to speak at any Diocesan-related institution or program. The Diocesan Theologians oversee the Doctrine Commission, which is advisory to the Bishop regarding the annual meetings of the USCCB, and for ad hoc consultations.

Office of Vicar for Clergy serves to staff the Bishop of the diocese in those areas that pertain to the personal and professional growth and development of priests serving in the diocese. The ministry is conceived to be holistic in approach, encompassing the physical, emotional, intellectual and spiritual components of priests' lives.

Office of Vocations staffs the Bishop in all aspects of his ministry of supporting and promoting vocations to the ministerial priesthood and religious life. The office oversees screening and admission of candidates and their formation in seminaries and in parish assignments.

Office for the Hispanic Apostolate helps meet the pastoral and social justice needs of the rapidly growing diocesan Hispanic community, representing people from a wide variety of countries. Administration

Office of Human Resources advises the Bishop on formulation of personnel policies and assists employers throughout the Diocese in the implementation of these policies. The Office administers benefit plans and sets compensatoin guidelines for the the 2,400 lay and religious employees of the diocese. Initiatives relating to Diocesan Safe Environment Regulations, specifically employee and volunteer background screening and training, are managed by Human Resources. Unemployment claims are coordinated through the office. As needed, the office responds to conflict situations involving employees and employers.

Office of Information Technology implements and oversees technological components to assist Central Administrative Offices of the Diocese in collecting, processing, storing and disseminating information. The office coordinates website development and remote access to a centralized diocesan database for parishes and schools. Further, it provides direction, training and support to parish and school staff in the use of office technology and establishes standards for data collection and reporting. The office is responsible for producing the diocesan directory.

Office of Archives is the repository for the historical and administrative records of the Catholic Diocese of Richmond. The Office is responsible for preserving the cultural heritage of the various institutions and organizations of the Diocese. The Archivist gathers, arranges, describes and safeguards all official records and artifacts which have permanent, historical value. These materials will be made available for research purposes. In collaboration with the Office, the Museum of Virginia Catholic History serves as an educational resource providing a venue to exhibit and interpret artifacts of historical, spiritual and cultural significance belonging to Virginia's Catholic community.

Office of Development supports the overall mission of the Diocese of Richmond by coordinating the development/advancement of activities for schools and the Annual Appeal. The Director oversees all operations of the Development Office, inclusive of the Annual Appeal, stewardship, grants, and special events. The Director collaborates with the Bishop of Richmond, Office of Catholic Schools, Diocesan Finance Council, Diocesan School Board, and parish/school leadership.

Office of Pastoral Planning collects and analyzes data concerning pastoral trends and provides technical and analytical support to parishes and other diocesan structures for planning purposes. Prepares assessment reports and provides information to the Planning Commission related to the resources of the Diocese so the Commission may make recommendations to the Bishop for improved efficiency and effectiveness in the supply and distribution of these resources to include priests, parishes, ministries, organizations and personnel.

Office of Printing is responsible for volume printing of materials for Chancery offices. The office maintains paper stock, stationery and other related supplies for Chancery offices.

Financial and Fiscal Services

Office of Finance carries out the fiscal and financial operations of the Central Administrative Offices of the Diocese with all diocesan institutions and organizations, as well as external vendors. In matters of finance, the office, in concert with the Diocesan Finance Council, formulates philosophy and policy under which the financial administration of the Diocese is carried out. The office exercises indirect control over budgets and debt management of parishes as well as maintaining financial supervision over several employee benefit plans of the Diocese. In concert with the Diocesan Finance Council, the Office exercises administrative control of diocesan investments, establishes programs of parish reporting, provides advice for short and long term capital programs and generates advice for the Bishop in matters of land acquisition and disposition.

Office of Facilities Management coordinates dealings with outside vendors doing business with the Chancery and is responsible for Chancery purchasing, maintenance and physical operation. The Office supervises the receptionist, maintenance staff. The office is responsible for environmental issues affecting schools of the Diocese as they pertain to asbestos, lead, radon and underground storage tanks.

Office of Risk Management administers the diocesan self-insurance program including all Property, Casualty, Automobile, and Workers' Compensation matters. All claims are self-administered through the Office of Risk Management. The office coordinates and conducts on-site safety inspections of all diocesan locations insured through the self-insurance program. The office also coordinates the Special Events Coverage program for all non-diocesan sponsored events occurring on diocesan owned properties.

Pastoral Services

Office of Worship assists the Bishop in fostering the liturgical and spiritual life of the people of the Diocese of Richmond. It serves as a resource for pastors and pastoral leaders as well as liturgical ministers, musicians, RCIA coordinators, liturgy committees and all those responsible for preparing and implementing the various rites. It will provide consultation, guidelines, materials, workshops, and training on a variety of topics, e.g. general liturgy, environment, art, rites, music, and RCIA.

Offices of Campus/Young Adult Ministry coordinates ministry at the community and four-year colleges and at the universities within the boundaries of the diocese. Recruits personnel to coordinate and supervise ministry on individual campuses. Serves as a coordinating and resourcing function in the parish-based ministry with people in their lates teens, twenties and thirties.

Office of Pastoral Ministry Leadership Formation is responsible for providing basic and advanced formation and training in pastoral ministry leadership and pastoral ministry skills for occasional ministers, lay ecclesial ministers, including part and full-time pastoral ministers, and deacons. This office will also provide continuing ministerial development opportunities for all pastoral ministers in the diocese including courses, seminars, workshops and customized offerings on request as available.

Coordinators of Marriage Formation working with a committee of deacons strive to ensure that each engaged couple within the Diocese is provided with a comprehensive and consistent course of preparation, education and formation for the sacrament of marriage. The committee works with and provides support and training to local parishes, campus ministries, other pastoral ministers and marriage preparation programs to achieve this goal.

Social Action

Office of Justice & Peace builds the capacity of local faith communities in the Diocese to provide formation in Catholic social teaching and to organize their local ministries to incarnate the Reign of God in their families, neighborhoods, and civic society. Office of Migrant Ministry works with local parishes to extend the church's pastoral presence to migrant farm workers and their families particularly on the Eastern Shore and in Southside Virginia. The office networks with local agencies to meet the social service needs of migrant farm workers and advocates for social policies to protect and promote their rights. Phone: (757) 787-7862.

Refugee & Immigration Services provides a spectrum of resettlement services to over 1,000 refugees and immigrants each year, including English instruction, orientation to American schools and U.S. law, and information and referral services. RIS works with parish volunteers to resettle 500 refugees each year, providing housing, support services and employment enabling them to achieve early self-sufficiency. On a fee for service basis, provides immigration counseling to low-income individuals, interpretation services and cross-cultural training. Older Adult Ministry serves as an advocate for elderly persons (age 60 and over). Raises consciousness within and beyond the Catholic community to the needs of older adults. Works to obtain legislation at the state and national levels to improve the well-being of elderly persons. Fosters direct action by parishes and the Diocese to meet the physical and spiritual needs of older adults (e.g. housing, nutrition, retreats).

Office for Catholics with Disabilities resources the Diocese to meet the pastoral and social needs of people with disabilities and raises awareness within the diocesan community of the gifts that peoople with disabilities have to offer to the larger Church.

Virginia Voluntary Organizations Active in Disaster (VA-VOAD) brings together voluntary religious and civic organizations which function in times of natural or human-made emergencies in order to foster more effective service to people affected by disaster. As a member of VA-VOAD, the Diocesan Volunteer Coordinator works with parishes throughout the Diocese who have indicated their various abilities to provide assistance in such times of need.
